Abstract

The development of small and medium-sized enterprises is the basis for the functioning of the modern Russian economy. By virtue of their dependence on the state of the business environment, small and medium businesses cannot do without state support, one of the most
important tools of which is government programs. In Primorsky Region, this support is provided by the State Program “Economic Development and Innovative Economy of Primorsky Territory” for 2013-2020”and contains the subprogram“ Development of small and medium-
sized businesses”. The article also includes an evaluation of the effectiveness of the measures taken, which allows to identify the problems that hamper the development of the state support system at the regional level, which determines the relevance of this study. The purpose  of  the  study  is  to  evaluate  the  effectiveness  of  the  state  program  for  economic growth of small and medium-sized businesses in Primorsky Region. The object of the research is the current government programs for economic and innovative development in Primorsky Region. The subject of the investigation is the managerial relations arising in the process of their implementation and implementation in the regional
business  environment.  The  development  of  state  programs,  improvement  of  the evaluation system and methods, monitoring implementation, improving the effectiveness  of  many  scientists  involved:  Abrosimov  A.,  Afanasyev  M.,  Vasilyeva  M., Denisova I., Zambayev K., Minaeva E., Yandiev M. The attention of the scientific community is also attracted by a specific type of government programs, namely, programs for the development of small and medium-sized businesses. Their study is mainly engaged in young scientists: Bykova O., Vetrova E., Golouushkin A., Kireenko A., Frumin S., Khudyakova T., Shumik E. The method of research is the techniques and methods of the dialectical method of knowledge, the method of logical analysis.
